The Office of Inspector General was established through the 2012 City Charter to serve as an independent watchdog over City operations. The Charter grants the OIG authority to investigate fraud, abuse, waste, and corruption to improve transparency and strengthen public confidence in City government.
Key provisions include:
Appointment of the Inspector General (IG): The IG is appointed by majority vote of City Council to a single 6-year term. Removal requires cause and a two-thirds vote of Council.
Jurisdiction: The OIG’s jurisdiction extends to public servants, City agencies and programs, contractors and subcontractors, business entities seeking City contracts, and participants in City programs.
Powers: The OIG can issue subpoenas, administer oaths, take testimony, and inspect records or premises as part of investigations.
Through these powers, the OIG works independently to prevent misconduct, debar contractors, and recommend improvements to City policies, practices, and contracts.
