1. Debarment
What is Debarment?
Debarment is the process by which the City of Detroit excludes a contractor, subcontractor, or vendor from doing business with the City for a specified period of time. It is a serious action, reserved for cases involving illegal, improper, or unethical conduct.
Why Debarment Matters
The City of Detroit has an obligation to work only with responsible contractors. Debarment protects taxpayer resources and ensures that only ethical, trustworthy vendors participate in City contracts and programs.
Debarment Process
The OIG is the lead investigative agency for debarment cases
Contractors may be debarred if the IG determines it is in the City’s best interest not to do business with them
The length of a debarment is based on the seriousness of the violation and may last up to 20 years
There is no statute of limitations-meaning investigations and actions can occur regardless of when the misconduct took place
Effects of Debarment
A debarred contractor cannot serve as a subcontractor or supply goods, services, or materials to any City contractor during the debarment period. A public list of all debarred contractors is maintained on the OIG’s website for full transparency.
